The past simple tense, also called the simple past is used for past actions that happened eitheir at a specefic time, which can either be given by a time phrase ( yesterday, last year, last month,etc)

The indonesian goverment finally issued a travel ban to hubei province china, hubei is an area where there is wuhan city epicenter of the emergence of corona virus. But for other cities not included in the hubei area,the indonesian goverment imposed a travel advice status.
